It's time for a change of pace, Disputes Mar Show Debut Tel Aviv (JTA) — Israel's long-awaited morning tele- vision news program debuted last week amid con- tinuing disputes between labor and management over technology and pay. The show, dubbed "Good Morning Israel," is 90 minutes of news, talk and entertainment, much like those run by the American television networks. It is a complement to Mabat, the well- respected evening news program that has a wide following. But a protracted dispute between camera crews and the Israel Broadcasting Au- thority has kept Israel tele- vision news in the dark ages technologically. There is no live coverage of events on either program be- cause the IBA will not send video cameras into the field. The authority, a quasi- governmental agency, pur- chased the sophisticated electronic equipment years ago but allowed it to gather dust because technicians demanded higher pay to use the video equipment. Management refused, with the result that Israel Televi- sion had to operate with film cameras, which require more time for processing and editing the film. Last week, the IBA or- dered the film cameras withdrawn. But its dispute with the technicians over pay goes on. Von Weizsacker Visits Israel Jerusalem (JTA) — The president of Germany, Richard von Weizsacker, arrived here for a brief visit whose highlight was a spe- cial concert by the Dresden Orchestra, under the baton of Daniel Barenboim. It was the first time a German orchestra has ever performed in Israel, a fact Mr. von Weizsacker alluded to in his speech to the con- cert audience. "Through music, we want to express the desire of united Germany to develop closer and deeper ties with Israel," the German chief of state said. Proceeds from the concert will help Israel ab- sorb immigrants from Ethi- opia and the Soviet Union.
