Settlement
Freeze Urged

Brussels (JTA) — Leaders
of the European Community
called for a simultaneous
halt of Israeli settlement-
building in the administered
territories and an end to the
43-year-old Arab trade
boycott of Israel.
In a draft statement issued
at the end of their two-day
summit meeting in the Dut-
ch city of Maastricht, the
E.C. stated that "a halt to
Israeli settlement activity in
the occupied territories is an
essential contribution to
creating the stable envi-
ronment which progress in
the (peace) negotiations re-
quires.
"Renunciation of the Arab
trade boycott is another,"
the statement added.
It was issued to coincide
with the opening of the se-
cond round of Arab-Israeli
peace talks in Washington.
The summit meeting was
otherwise devoted to
welding the 12 E.C. member
states into a single political-
economic unit. But the
assembled heads of govern-
ment took time out to con-
sider how to deal with the
rise of racism, xenophobia
and ultranationalism in
Europe.
The subject was raised in
advance of the meeting by
Dutch Prime Minister Ruud
Lubbers. The E.C. leaders
also were prompted by a
statement issued last Friday
by the Coordinating Com-
mittee of Belgian Jewish
Organizations.
