"This is the city's most
exciting and challenging
project ever," Mr. Gross
said.
"We are investing in a
$300 million to $400 mill-
ion project," said
REDICO's Mr. Sosnick. "If
we didn't believe in
Southfield, we wouldn't do
this."
LDR suggests the city
address several areas in
the next five years. Some
are:
• The Downtown Develop-
ment Authority (DDA) is
already in place in the
Northland shopping mall
area. The Northland
Theater is expected to be
converted into a theater for
performing arts, and em-
phasis will be placed on
upgrading existing
buildings along Eight Mile.
• The City Centre area
needs its own master plan.
• The city must en-
courage redevelopment of
Greenfield Road.
• The city also must take
care of its southern border,
the blighted area along
Eight Mile Road.
• Nine Mile and Tele-
graph provides great
potential for expansion of
the city's industrial base.
Proper planning could
result in the creation of
new industrial parks.
• 1-696 at Inkster needs
an interchange and a
sanitary sewer nearby.
This, the consultants
believe, would provide the
city with the largest and
newest economic activities
in the city.
• Consultants also rec-
ommend a variety of pro-
grams, some government
assisted, to aid existing
homeowners in services to
upgrade their houses and
condominiums.
In the end, the core area
would encompass an urban
environment, in which a
mall with a plaza would be
built at Civic Center Drive
and Central Park
Boulevard.
"Everything would be
within 10-minutes walk-
ing," Mr. Cloar said. "Is it
doable? Absolutely. With
the right public action and
private action, we can have
all of this in 15 to 20
years."
