and enormous_ pressures are
threatened to bring them to
an end. Unlike the U.S., we
are surrounded by neighbors
some of whom daily threaten
us with annihilation, and
some who make frequent ef-
forts to carry out that threat.
The second question is
much more delicate. We must
be careful not to exaggerate
our fears, nor imply to Mr.
Bush and Mr. Baker inten-
tions which are foreign to
their character — yet there is
a disturbing, annoying qualm
of apprehension about
Washington's phobia on the
subject of Israeli settlements
in the West Bank.
We are told repeatedly that
the administration strongly
disapproves of Israeli (mean-
ing Jewish) settlement in any
part of the territory which
Jordan had illegally annexed
after the Arab attempt to
throttle Israel at birth. That
annexation was not and has
never been recognized by the
U.S., nor for that matter by
any of the states of the
western world. Though for
many centuries the area had
been a part of historic
Palestine, it suddenly became
a no-man's land, the political
fate of which is yet to be
determined. Washington has
no recorded objection to set-
tlement there by Arabs,
should they wish to come. It
is only Jews who are
unwelcome.
In other words, Jews may
live in Haifa and Tel Aviv
(Jerusalem is still ques-
tionable); they may settle in
the Galilee and the Negev,
but the West Bank is off-
limits to them. Even the close
to 100,000 Jews who now
reside in Judea and Samaria
are there contrary to an
American policy which
sounds strangely racist and
are expected to move out so
that the territory may
become completely judenrein
— like adjacent Jordan or
Saudi Arabia, for example,
neither of which qualifies as
an example of a pluralistic
democracy.
To put it in different terms:
There is nothing wrong with
having Arabs live in Israel,
but Jews may not live in
either the cities or the vacant
countryside of the West Bank,
even when they purchase
land legally or occupy govern-
ment lands, in no case
ousting or displacing native
Arabs.
It's going to take an awful
lot of explaining to justify this
policy of exclusivism and to
set at rest the charge that
this is nothing more or less
than imposition of a new form
of apartheid — against
Jews.
