Remembering
George Bush

ne who has followed
the relations between
Israel and the United
States in recent decades is, of
course, familiar with the fact
that the traditional and
repeated expressions of good
will toward Israel on the part
of the various administra-
tions in Washington have not
always been accompanied by
deeds which tended to imple-
ment the good will in prac-
tical manner. Some American
presidents will be recorded in
our history as being true
friends of Israel, in deed as
well as in word, and some will
have less glorious entries in
the annals of Israel.
How will President Bush be
remembered? To be sure, his
period in the White House
has still not run its full
course, and much can happen
in the next few years. In the
meantime, however, two
aspects of his policy, as ex-
pressed by his secreary of
state, must give rise to at
least two disturbing thoughts
and questions — one in the
practical political/military
field, and the other on the
moral level.
The first has to do with
security. The United States is
a mighty nation, occupying a
large part of a great conti-
nent. It is protected on both
sides by broad oceans. Its
neighbors by land are friend-
ly. Nowhere in the world to-
day is there a threat to
American security. Yet the
U.S. finds it necessary to
maintain strong military
bases as far away as Europe
on the one side, and the
Philippines on the other. Few
challenge America's motiva-
tion in establishing its
presence on foreign soil and
in maintaining armed forces
there. • Indeed, as everyone
knows, the massive effort of
the Gulf War was really not to
come to the rescue of far-off
Kuwait, but to protect what
were considered vital Ameri-
can interests. ..
How can one explain,
therefore, that the U.S.
refuses to recognize the needs
for security and adequate pro-
tection by the beleaguered lit-
tle state of Israel, which is so
wholly exposed? PerSistently,
Washington insists on pro-
claiming illegal all civilian
settlements in areas which
are no more than 10 or 20 or
30 miles from our mjor
population centers. Some non-
military settlements are
labeled "an obstacle to peace,"
