maintains.
Israel has expressed
outrage that key procedural
questions have not been ad-
dressed in advance of the
Washington talks — a posi-
tion widely interpreted in
administration circles as a
stall.
But Mr. Ross and others
have convinced top Bush
administration officials that
Israel's procedural concerns
are not necessarily trivial.
At the same time, Mr. Ross
has made the case to Jewish
groups that any successful
peace effort will ,require a
kind of giant leap into the
unknown — right over the
procedural disputes that
helped create this week's
diplomatic gridlock.
In recent weeks, Mr. Ross
has reached out to Jewish
groups to provide
reassurance that the second
phase of the talks, with the
overwhelming American
presence, was not meant to
pressure Israel into a
dangerous settlement.
Meeting with the Con-
ference of Presidents of
Major American Jewish
Organizations, Mr. Ross ex-
pressed sensitivity about
Israel's bruised feelings over
the way the invitations were
issued, and an understan-
ding of the importance of the

tions on the wary Israelis.
"Dennis Ross has played
an enormously constructive
role to advance the process,"
said William Rapfogel, di-
rector of the Orthodox
Union's Institute for Public
Affairs, who met briefly with
Mr. Ross on Monday at the
White House Chanukah par-
ty.

want peace for Israel and her

Hanan Ashrawi
Is Not Prosecuted

Jerusalem (JTA) — At-
torney General Yosef Harish
will not prosecute Palestin-
ian activist Hanan Ashrawi
for alleged meetings with of-
ficials of the Palestine Lib-
eration Organization in
Tunis.
The attorney general an-
nounced his decision a week
after_ State Attorney Dorit
Beinish recommended that
the government not press
legal charges against the
popular activist. Mr. Beinish
had questioned police claims
against Ms. Ashrawi and
also pointed out the political
implications of arresting or
trying her.
The Israeli police had rec-
ommended Ms. Ashrawi's
indictment after in-
vestigating charges that she
had met with the PLO, an
infringement of Israeli law.
Mr. Harish did not say in
his announcement that
there were insufficient
grounds for prosecution. But
he gave more weight to polit-

ical than legal considera-
tions.
Ms. Ashrawi, a lecturer at
Bir Zeit University in the
West Bank, served as
spokeswoman for the Pales-
tinian delegation at the
Madrid peace conference
early last month.
Although not officially a
member of the delegation,
she received extensive
media exposure and wide-
spread praise.
Moreover, she had con-
ferred frequently with U.S.
Secretary of State James
Baker in Jerusalem during
the months of negotiations
that preceded the peace con-
ference.
President Bush reportedly
expressed concern for her
situation.
Mr. Harish said that in
reaching his decision, he
took into account "interests
and values which are more
important than the possible
benefit which would derive
from pressing charges
against Ashrawi."
