Lebanese civil war, which
provided the context for the
kidnapings, and it heralds
the emergence of the funda-
mentalist Shi'ites as a po-
tent and permanent fixture
on the Lebanese political
map.
Secondly, it represents an-
other significant coup for
Syrian President Hafez
Assad, whose public rela-
tions machine has been
working overtime to claim
some credit for the hostage
releases. After the demise of
its Soviet patron, Syria is
seeking to consolidate its
legitimacy in the West,
which has already been
enhanced through its par-
ticipation in the Gulf
military coalition against
Iraq and its agreement to
participate in the Middle
East peace process.
Thirdly, and most
significantly, the apparent
resolution of the hostage af-
fair marks a turning point in
Iran's relations with the
West after 12 years of isola-
tion following the Islamic
revolution which set Iran on
the path of confrontation
with the "Great Satan" and
its "Little Satans" in the
West.
Iran's decisive role in
securing the release of the
Western hostages is regard-
ed as a victory for the
pragmatic President
Hashemi Ali Akbar Rafsan-
jani over his radical
challengers, led by former
Interior Minister All Akbar
Mohtashemi.
Its success in convincing
Hezbollah to allow the
hostages to walk free is ex-
pected to blur Washington's
memory of an Iranian-
sponsored meeting of Pales-
tinian extremists which
coincided with the Middle
East peace conference
earlier this month and
which led to death sentences
being pronounced on all
Arab participants at the
Madrid process.
Mr. Rafsanjani is actively
seeking to restore Iran to a
position of respectability, to
normalize its relations with
the West and to win econ-
omic support for the
reconstruction of Iran's in-
dustrial infrastructure.
Meanwhile, it is regarded
as more than mere coin-
cidence that the
breakthrough in the hostage
affair came just one day
after joint announcements
by judicial officials in the
U.S. and Britain that effec-
tively absolved Iran and
Syria from complicity in the
destruction of Pan Am flight
