At the United Nations, the
infamous "Zionism equals
racism" resolution is still on
the books, but there are signs
that Israel's position is im-
proving. Every year, at the
opening of the General
Assembly, the Arab countries
initiated a motion to reject
the credentials of the Israeli
delegation. Although always
defeated, it was a nuisance.
In 1989 the majority voting
against the Arab motion was
unprecedented, and last year
the motion was not submitted
at all. They clearly wished to
avoid further embarrassment.
Said David Matnai, director
of the Asian Division of the
Foreign Ministry: "Many of
the old taboos have disap-
peared, and it is no longer
unacceptable for represen-
tatives of countries without
diplomatic ties with Israel to
be seen with Israelis at
diplomatic events."
India continued to main-
tain very limited relations
with Israel — a solitary con-
sultate in Bombay. Yet when
Israeli tourists were abducted
by Moslem separatist ter-
rorists in Kashmir, the
authorities in New Delhi
cooperated fully with Israel,
and received a very senior en-
voy, the assistant director-
general of Israel's Foreign
Ministry, Moshe Yegar. As
Mr. Matnai put it, "They
seemed to be going out of
their way so that the absence
of diplomatic relations would
not inhibit their cooperation
on this particular issue." The
Indian government also con-
temptuously dismissed
allegations in the Pakistani
press that the Israeli victims
of the terrorist attack were
not really tourists, but
Mossad (Israeli Secret Ser-
vice) agents who had come to
destroy the Pakistani nuclear
reactor.
In China, Israel has only an
academic mission represen-
ting the Israel Academy of
Sciences. The Beijing govern-
ment, however, agreed that a
senior diplomat, Ambassador
Zeev Sufot, could join the mis-
