cut across rural land."
To combat ever longer and
more frustrating traffic jams,
the Jerusalem Municipality
has drawn up a master plan
for the city's needs in the year
2010. The most controversial
proposals in this comprehen-
sive plan were the construc-
tion of Highway Four and
Highway One, each of them
cutting a swathe through the
city from north to south.
Opponents of the plan con-
sider it too grandiose and in-
sensitive to Jerusalem.
Modern highways with com-
plex interchanges, they argue,
would not be in harmony with
the unique nature of
Jerusalem. Proponents of this
view suggest that alternative
solutions be sought which in-
volve banning cars from cer-
tain areas, such as the city
center, and improving public
transport facilities.
Cambridge Systematics Inc.
in the U.S. sent transporta-
tion analysts to investigate
the master plan, and the feel-
ing was that the plan is over-
ambitious. They recommend-
ed that Highways One and
Four should indeed be con-
structed, but scaled down to a
six-lane highway with junc-
tions and traffic lights rather
than interchanges. At the
same time, they recommend-
ed scrapping an alternative
entrance to the city from Tel
Aviv through Moshav Bet
Zeit, located in the Judean
Hills just outside Jerusalem.
"But overall," insists Itche
Gur, "Cambridge Systematics
made only small changes to
the master plan."
Critics of the plan point out
that Cambridge Systematics
only explored different
highway options. No attempt
was made to consider and
evaluate more radical alter-
natives, such as improved
public transport services.
Itche Gur, however, feels
that it is not realistic to ask
Jerusalemites to abandon
their cars when the capital
has enough difficulty keeping
its populace from leaving for
the coastal plain. But
Jerusalem's relative lack of
affluence (the average salary
in the Tel Aviv area is more
than double the average
Jerusalem salary), is a bless-
ing rather than a curse from
a traffic control point of view,
for Jerusalem's 500,000 in-
habitants have only 119 cars
per 1,000 residents.
But by the year 2010, it is
estimated that car ownership
in the capital will reach 205
cars per 1,000 inhabitants,
and the current massive in-
flux of Soviet Jewish im-
migrants can only accelerate
these figures. E
