Mr. Shamir curtly
dismissed a suggestion by
Israeli Labor opposition
leader Shimon Peres that
territorial compromise
might be reached with Syria
on the Golan Heights.
Mr. Shamir's entourage
declined to be drawn into a
discussion on the complaints
by some leaders of the Jew-
ish Federation Council and
local Operation Exodus
campaign that Mr. Shamir
was slighting the official
leadership of the organized
Jewish community during
his visit, in favor of par-
ticipating in a number of
private fund- raising events
for his Likud bloc.
George Caplan, immediate
past federation president,
pointed out that when a
major Israeli government
figure comes to town, his
first order of business should
be to meet with the men and
women who spearhead the
community campaigns for
Israel and for the absorption
of immigrants.
In the present case, a brief
private reception between
Mr. Shamir and key Opera-
tion Exodus contributors
had been tacked on to the ex-
isting schedule only after
complaints by the federa-
tion, Mr. Caplan said. He
observed that this was a
problem that applied equally
to visits by previous prime
ministers and other leading
Israeli figures.
Ran Ronen, the consul
general of Israel in Los
Angeles, who had helped
plan the itinerary for Mr.
Shamir's visit, responded
that he had tried to appor-
tion meetings with in-
dividuals and organizations
within the constraints of Mr.
Shamir's limited time.
A more pointed answer
was given by Zalman
Shoval, the Israeli ambas-
sador to Washington, who
accompanied Mr. Shamir
here. He reminded a group of
reporters that Mr. Shamir is
not only the head of the
Israeli government but also
of the Likud bloc.
Mr. Shamir had an
unscheduled meeting with
his old friend, former British
Prime Minister Margaret
Thatcher, at her request.
Ms. Thatcher told
reporters afterward that
there is now a universal in-
terest in settling conflicts in
the Middle East and that she
is optimistic a solution will
be found in time.
