Jewry in the Ottoman Em-
pire.
But the issues that will
undoubtedly dominate this
G.A. are those relating to
money — by virtue of need —
and Israel — by virtue of
timing. Weaving throughout
the discussions will be the
needs of Operation Exodus,
the nearly $1 billion special
campaign to aid Soviet Jew-
ish resettlement, and how to
maintain American Jewish
continuity.
"We're meeting at a
unique moment in history,"
said Mark Talisman, CJF's
Washington director. "It's
just stunning. It's like
Baltimore is coming right in
the middle of everything."
True. But don't expect any
quick mega-fixes. The G.A.
— which Mr. Kraar de-
scribed as "a survey course
treating, on some level,
every major issue in Jewish
life" — is not designed for
that.
Rather, it is meant to
revitalize volunteer and pro-
fessional federation leaders
so that they may return
home armed with new ideas
and a renewed sense of
common purpose.
Thursday promises to be
the G.A.'s most ambitious
day.
It will begin with a talk by
Rabbi Hartman on the
changing nature of Jewish
life, which will set the stage
for four simultaneous, and
inter-related, forums that
will follow under the
heading, "New Paradigms
for a New Century: Strategic
Choices for the Future."
The forums will tackle
American Jewry's changing
relationship to Israel; the
challenge of assimilation at
home; the search for new
funding sources; and the
shift from local to regional,
and even global, problem-
solving that has altered the
manner in which community
concerns are being address-
ed.
This last forum represents
a new direction for federa-
tions, one given a strong
nudge forward by the need to
apportion responsibility for
Soviet Jewish resettlement
fund-raising, and to coor-
dinate the effort.
It's another example of the
need for federation dollars
intersecting the need to
adapt to new demographic
realities.
"It's become a mobile
world," said Carl A. She-
ingold, a CJF assistant ex-
ecutive director. "We have
to look at the need for cen-
tralized decision-making,
