Now there are some among us who believe that had Jimmy Carter remained in the White House for another term, the 1979 peace accord would have developed into a reality. The reason for such a belief is that the agreements reached at that time by Prime Minister Menachem Begin of Israel and President Anwar Sadat of Egypt, with the guidance and inspiration of Jimmy Carter, contained a formula and a plan for Arab autonomy in the Israel- administered territory. Is there reason to believe that autonomy could have been achieved had Mr. Carter re- mained with official power to attain fulfillment of the 1979 agreement? Hopes for a dream of autonomy are now major in the peace talks and it is dutiful to make the con- sideration anew. The 1979 agreement contained the following: Taking these factors into account, the parties are determined to reach a just, comprehensive, and durable settlement of the Middle East conflict through the conclusion of peace treaties based on Security Council Resolu- tions 242 and 338 in all their parts. Their purpose is to achieve peace and good neighborly relations. They recognize that, for peace to endure, it must in- volve all those who have been most deeply affected by the conflict. They there- fore agree that this framework, as appropri- ate, is intended by them to constitute a basis for peace not only between Egypt and Israel, but also be- tween Israel and each of its other neighbors which is prepared to negotiate peace with Israel on this basis. With that objective in mind, they have agreed to proceed as follows: 1. Egypt, Israel, Jordan and the representatives of Sadat, Carter and Begin reach historic accord. the Palestinian people should participate in negotiations on the resolu- tion of the Palestinian pro- blem in all its aspects .. . (a) There should be tran- sitional arrangements for the West Bank and Gaza for a period not exceeding five years. In order to pro- vide full autonomy to the inhabitants, under these arrangements the Israeli military government and its civilian administration will be withdrawn as soon as a self-governing authori- ty has been freely elected by the inhabitants of these areas .. . (b) Egypt, Israel, and Jor- dan will agree on the modalities for establishing the elected self-governing authority in the West Bank and Gaza. The delegations of Egypt and Jordan may include Palestinians from the West Bank and Gaza or other Palestinians as mutually agreed. The par- ties will negotiate an agree- ment which will define the powers and respon- sibilities of the self- governing authority to be exercised in the West Bank and Gaza .. . (c) When the self- governing authority (ad- ministrative council) in the West Bank and Gaza is established and in- augurated, the transitional period of five years will begin. As soon as possible, but not later than the third year after the beginning of the transitional period, negotiations will take place to determine the final status of the West Bank and Gaza and its relationship with its neighbors, and to conclude a peace treaty between Israel and Jordan by the end of the transitional period .. . The entire framework from which this is selected will now surely be given de- served commitment. It is much more than speculative to believe that had Mr. Carter been here to act, all of the agonies of the past 12 years could have been averted and an Israeli-Arab peace could have been at- tained in the indicated spirit of autonomy. If this is all speculative, then perhaps now is the time to propagate it into reality. Safe Grounds For Peace Hopes Among the disputable con- siderations for peace negotiations, whatever their results, was the original problem of a site. Most in- teresting throughout the in- itial deliberations was Israel's emphasis that the talks be in the areas af- fected. Israel's spokesmen kept pleading to all par- ticipants that they come to Israel for the talks. It is, therefore, interesting to learn the background for the difficulties which led to the choice of Madrid. In an article in the Wall Street Journal (Oct.25), Steve Emerson revealed the following:
