conference that the outlook
isn't totally bleak.
Most conferences raise
more questions than they
answer, and this one was no
exception. • "This wasn't a
quick fix conference," Mr.
Foxinan said assessing the
two days of talks. Con-
ferences`of this kind can also
lapse into self-fulfilling pro-
phesy : bring together
enough people to speak
about anti-Semitism and you
will come away feeling that
it is, in fact, on the rise.
But while the conference
was convened to examine
whether the reality in the
world matched the feeling in
Mr. Foxman's kishkas (he
thinks it does), the truth is
somewhat more hazy.
Though.ADL officials were
diko-urged by the relative-
ly small turnout for a con-
ference with so many heavy-
hitters and media stars (they
had hoped for twice the 175
people who attended), they
were also re-energized by
what they heard over two in-
tense days.
"The conference affirms
our feelings and perceptions
that there's more anti-
Semitism in the world today,
and that it's more virulent,"
Mr. Foxman said. "It will
make us re-examine the
vehicles and modes we use to
fight it and intensify and
upgrade our responses to it."
That will likely translate,
according to Mr. Foxman,
into the ADL "using the in-
strument of law more ag-
gressively to make sure that
there is a price to pay for an-
ti-Semitism." He added that
the ADL is currently looking
into the area of "hate radio."
The numbers reveal a
chilling, though probably in-
complete, picture. According
to the ADL's annual audit,
there were close to 2,000
recorded incidents of anti-
Semitism in the U.S. in
1991, up 18 percent over the
previous year. In Canada,
there were 220 documented
incidents in '91, up 19 per-
cent over 1990 and a fourfold
increase over 1987.
Mark Sandler, senior
counsel for the League for
Human Rights of B'nai
B'rith Canada, ticked off a
litany of recent anti-Semitic
behavior in Canada: cross
burnings in western Alberta
where shouts of "Kill the
Jews" were heard; desecra-
tions of Jewish day schools
in Calgary, Winnipeg,
Hamilton and Toronto; and a
Canada Day march earlier
this year that attracted 250
neo-Nazis.
