Whatever deals were final- ly struck, the Syrian delega- tion showed up at the Spanish Justice Ministry building in Madrid just two hours before midnight. Yossi Ben-Aharon, aged 59, who is leading the negotiations with Syria, is the director-general of the Prime Minister's Of- fice and Yitzhak Shamir's senior adviser on foreign policy issues. A veteran career diplo- mat, he is vilified by Israel's left, both for his hardline approach to ter- ritorial compromise and his considerable influence over Mr. Shamir. Born in Jerusalem but brought up in the Egyp- tian city of Port Said for the next 15 years, Mr. Ben-Aharon returned to the Hebrew University of Jerusalem, where he won a degree in Arabic and Middle East history. He was Israel's consul- general in New York and was responsible for rela- tions with American Jew- ish organizations. Dr. Elyakim Rubins- tein, aged 44, who is leading the negotiations with the Jordanian- Palestinian delegation, was born in Tel Aviv and is now the Israeli Cabinet Secretary. He participated in the negotiations which preceded the Israeli- Egyptian peace treaty and in the abortive Pales- tinian autonomy talks with Egypt after the trea- ty was signed. Regarded as having one of the most brilliant legal minds in Israel, Dr Rubinstein was appointed deputy chief of mission at the Israeli Embassy in Washington in 1985 and is a member of the Israel- Yossi Ben- Aharon, Elyakim Rubinstein and Salaai Meridor lead the teams. U.S. Joint Political- Military Group, which monitors strategic coop- eration between the two countries. Salaai Meridor, aged 36, leads the Israeli negotia- ting team with Lebanon. He is a member of one of the "royal families" of re- visionist Zionism and his brother, Dan Meridor, is currently the justice min- ister. Dr. Meridor, who has a degree in Jewish history, was political adviser to Moshe Arens at the For- eign Ministry from 1988 to 1990 and is now adviser to Mr. Arens at the Defense Ministry. ❑ H.D.
