an 11 percent increase in the
number of requests for Jew-
ish emigration papers,
Soviet exit visas and pass-
ports, Gur told the Jewish
Telegraphic Agency.
There is a steady exodus
from the Soviet Union's
Moslem republics, he said.
More than 94 percent of the
Jewish population there
wants out, and their destina-
tion is Israel, he said.
There also has been steady
Jewish emigration from the
Ukraine and Byelorussia in
the past six months, Mr. Gur
said.
Another factor likely to
contribute to an upward
trend in Soviet aliyah is the
inauguration this month of
direct El Al and Aeroflot
flights from Moscow, Len-
ingrad and Kishinev to Tel
Aviv.
"Today, 70 percent of all
Soviet immigrants reach
Israel via Eastern European
land routes. But this percen-
tage is expected to drop
dramatically as the number
of olim reaching transit des-
tinations at Budapest and
Warsaw declines," said Mr.
Gur.
"Soviet immigration to
Israel, therefore, may steadi-
ly increase as Soviet do-
mestic, economic and polit-
ical instability grows, and if
Israel is able to provide in-
creasing numbers of jobs for
its unemployed newcomers,"
he said.
Mr. Gur said the
unemployment picture,
while not entirely bleak, is
not rosey either.
Figures released by the
Central Bureau of Statistics
revealed that 220,000
unspecified jobs were added
to Israel's labor market in
1991.
But only half were newly
created jobs. Another 57,000
available jobs were filled by
veteran Israelis, and 53,000
by new olim.
Of the remaining 10,000,
most offered menial
employment vacated by Pa-
lestinian Arabs from the
administered territories.
Unemployment in Israel is
currently running at 10 per-
cent of the labor force. It is
higher among Soviet olim.
Althdugh most Soviet
Jews are vigorously anti-
Communist, more than
40,000 Soviet olim this year
have joined the theoretically
socialist kibbutzim. That is
four times the number who
registered for kibbutzim last
year.
No fewer than 47 percent
of Soviet olim have settled in
the overcrowded Greater Tel
Aviv area and the central
belt.
