statement made by a fellow
Likudnik, Deputy Foreign
Minister Binyamin
Netanyahu.
Speaking on Israel Televi-
sion, Mr. Netanyahu said
there was much likelihood
the conference would break
up.
The Cabinet vote threw
Israel's right-wing Tehiya
party into disarray. It con-
vened in Tel Aviv, where
two of its Knesset members,
Geula Cohen and Elyakim
Haetzni, demanded the par-
ty quit the Cabinet immedi-
ately.
Party leader Mr. Ne'eman
threatened to quit politics
altogether if the party mem-
bership sided with those two.
Mr. Ne'eman, a hard-liner
himself, maintained never-
theless that the moment for
quitting will come only
when and if the territorial
issue comes up for discussion .
at the peace talks.
Then ; he predicted,
Moledet and Tsomet, the
other two parties of the far
right in the governing . coali-
tion, will also walk out,
thereby robbing Mr. Shamir
of his parliamentary
majority.
But Mr. Ne'eman's predic-
tion was dealt a blow at the
Cabinet meeting, when
Tsomet leader Rafael Eitan
voted with .Mr. Shamir. The
former army chief of staff
said he was satisfied by the
prime minister's assurances
and would support him until
he detects a wavering on
basic policy positions by the
Israeli negotiators at the
conference.
In the opposition camp,
Labor Party Chairman
Shimon Peres, just back
from talks in Moscow with
conference co-sponsor Mr.
Gorbachev, warmly welcom-
ed the government's deci-
sion. He reiterated Labor's
pledge of support for Mr.
Shamir, so long as the
premier holds his course
during negotiations.
Labor Knesset faction
chief Haim Ramon asked the
Knesset speaker to put the
government's decision on
the agenda, so that Knesset
can formally endorse it and
thereby demonstrate the
wide support it enjoys in
most of the chamber.
Meanwhile, preparations
have quickened in the Prime
Minister's office and various
government ministries for
the conference plenary and
the subsequent direct
