to begin with small steps.
"Maybe Israel should start
deciding not to build set-
tlements for awhile or
postpone them for about six
months," he said. "Maybe
Syria could start letting out
some Jews or tone down
their anti-Zionist rhetoric.
Israel could permit a greater
flow of goods between the
West Bank and Jordan.
These are the small things
that could make a difference
in the daily lives of people."
Dalia Levi says both sides

Center of Strategic and
International Studies, said
President Bush and Secre-
tary of State James Baker
are determined to push a
comprehensive peace plan in
as many stages and as many
times as it takes.
"We got this far because of
pushing," Ambassador
Neumann said, "and we'll
keep on pushing. There can

parts of the West Bank and
Gaza have to again fall
under Arab control.
