last week when he showed
up for a meeting with Jewish
leaders arranged by the Con-
ference of Presidents of
Major American Jewish

and unusually candid.
"People were ventilating,"
said one leading Jewish ac-
tivist who attended the off-
the-record session. "We ar-
ticulated our concerns very
effectively — but underlying
that was the fact that we had
a lot to get off our chests."
Mr. Haas made it clear
that the administration be-
lieves that Israel sometimes
acts in blatant disregard of
U.S. interests. As evidence,
he pointed to the Israeli sur-
veillance missions over Iraq
that have irked the ad-
ministration in recent days.

Some of the problems now
plaguing U.S.-Israel rela-
tions, he said, are the legacy
of a succession of American
presidents having swallowed
their dissatisfaction with
Israeli policies because of
domestic political considera-
tions.
But Mr. Bush, with his
high standing in the polls, is
determined to ignore those ,(
considerations, Mr. Haas
said.
Prompted by the Jewish
leaders, Mr. Haas admitted
that the administration has
inadequately communicated
with the American Jewish
community.
According to those who at-
tended, some Jewish leaders
left the meeting with renew-
ed hope that the administra-
tion wants to improve on its
approach to the Jewish
community. But others de-
scribed an undiminished
sense that the crisis in
U.S.-Israeli relations is only
beginning.

Maryland's Sen. Paul Sar-
banes, who said the money is
not available.
The money was included in
a House amendment to this
year's foreign aid authoriza-
tion bill, the legislation that
gives Congress a voice in
shaping foreign aid policy.
In recent years, Congress
has contented itself with just
an appropriations bill, which
allocates foreign aid funds to
specific programs This time
around, thanks to some con-
certed action by the congres-
sional leadership, an au-
thorization bill also passed
— and it was packed with
good news for Israel.
The bill, which was re-
ported out by a House-
Senate conference com-
mittee recently, includes
language that strengthens
existing prohibitions against
U.S.-Palestine Liberation
Organization negotiations
and provides $2 5 million for
cooperative development
projects involving the U.S.,
Israel and Eastern Europe.
The bill also includes pro-
visions mandating the moni-
toring of Syrian human
rights violations and lang-
uage requiring a vigorous
look at the connection bet-
ween various Arab states
and international terrorism.
