hoshana Cardin
played a key role in
convincing Soviet
President Mikhail Gor-
bachev to officially denounce
anti-Semitism — a state-
ment Soviet Jewry activists
have been seeking from
Soviet leaders for years.
Mrs. Cardin, chair of the
National Conference on
Soviet Jewry and of the Con-
ference of Presidents of
Major American Jewish
Organizations, displayed
one-on-one diplomacy during
an unprecedented meeting of
Mr. Gorbachev, Mrs. Cardin
and Martin Wenick, NCSJ's
executive director, on Oc-
tober 2.
The meeting, the first offi-
cial session between repre-
sentatives of an American
Jewish group and a Soviet
leader, came after days of
behind-the-scenes activity
by Soviet Jews who used
contacts inside the Kremlin
to try to arrange a meeting.
Despite that activity, Mr.
Gorbachev's decision to meet
with the Americans came as
a surprise, Mrs. Cardin said.
"On a personal level, he
was very warm, cordial and
receptive," Mrs. Cardin said.
"He was serious and intent.
He had an agenda; with no
notes, he went through that
agenda. And he knew our
agenda. He was very well in-
formed."
Mr. Gorbachev opened the
meeting by "half joking"
about the slow pace of pro-
cessing Soviet Jews seeking
to emigrate to the United
States — a problem he sug-
gested was the fault of U.S.
officials in Moscow.
Mr. Gorbachev also
brought up the issue of anti-
Semitism in the Soviet
Union, one of the major con-

the state of U.S.-Israel rela-
tions — and, by implication,
about the impact of the set-
tlements question on those
relations.
There is even an internal
debate taking place within
the American Israel Public
Affairs Committee (AIPAC),
the exemplar of the tough,
take no prisoners style of
pro-Israel lobbying.
Some AIPAC officials re-
portedly have argued for
months that Mr. Shamir's
settlements policies could
torpedo the loan guarantee
effort and jeopardize foreign
aid to Israel — and leave
American Jews dangling in
a dangerously explosive po-
litical climate. 0

"He indicated that he
knew it existed, but he
argued that it is a disease
that is not rooted very deep-
ly in Soviet society," Mrs.
Cardin said. "He indicated a
number of places where he
knew it is a problem —in-
cluding in parts of the intel-
ligentsia — and he said he
would keep watch over it."
That was not enough for
Mrs. Cardin, who pressed
the Soviet leader to make a
public statement denounc-
ing anti-Semitism.
"He indicated that he had
been asked by many Jewish
leaders to make such a
statement," she said. "But
he didn't think he could do
it; I said, 'if you'll forgive
me, I'd like to suggest an-
other approach.' "
Mrs. Cardin then told Mr.
Gorbachev about a speech
given by President George
Bush two years ago condem-
ning prejudice of all kinds —
including anti-Semitism.

"I asked him to simply ar-
ticulate anti-Semitism as
one of the anti-social behav-
iors for which society as a
