Sinai Resumes Its
Search For Partner

inai Hospital, which
last winter terminated*
merger negotiations
with the Detroit Medical
Center, has resumed its
search for affiliation , part-
ners, officials said this week.
"A long-term solution for
Sinai has been to look at af-
filiation partners, and we
have made available oppor-
tunities to entertain discus-
sions with the Detroit
Medical Center, Beaumont
and Ford," interim ad-
ministrator Howard Watts
said in a prepared state-
ment. "We have been in-
volved in initial conversa-
tions with-all three."
Mr. Watts declined to
discuss details of plans for
the hospital's future.
Sinai Board of Trustee
President Merle Harris said
the hospital sent letters to
DMC, Beaumont and Ford,
asking officials if they are
interested in discussing af-
filiation options. Each ex-
pressed interest, he said.
"We have never stopped
looking for an affiliation
partner," Mr. Harris said.
"And the Hunter report
(conducted by a Chicago-
based consulting firm to help
the hospital get out of finan-
cial difficulties) has recom-
mended we continue the
search. But there is positive-
ly nothing going on. There
are absolutely no one-on-one
negotiations going on right
now."
On Monday, the hospital's
66-member board of trustees
is expected to approve a new
set of bylaws, which would
downsize the board to 13
members.
If approved, the remaining
53 members would have the
option of transferring to a
newly created Sinai Health
Services Corp. board, which
would be charged with many
functions. Among its duties
would be electing seven of
the 13 board members,
preparing an independent
mission statement, pro-
moting the hospital's Jewish
identity and fund-raising.
"The Sinai Health Ser-
vices Corp. would be handl-
ing anything that deals with
Jewish health care, from
taking care of Russian Jews
to funding doctors in Israel
for scholarships, and
anything in between," Mr.
Harris said.
Meanwhile, Sinai officials
said the hospital, which lost
$6.75 million this year, ap-
pears to be having a
"dramatic turnaround."
Sinai recently opened a
new family practice unit,
which hospital officials
credit for boosting the
average daily in-patient cen-
sus. The hospital is licensed
to operate 615 beds and is
staffed for 415. On two days
in October, the hospital's
census was 415, officials
said, and it is averaging
near 400 patients.

Israeli War Study
Critical Of General
Tel Aviv (JTA) — A profes-
sional study of the Persian
Gulf War, just completed by
Israel Defense Force
historians, is said to be
critical of U.S. Gen. H. Nor-
man Schwarzkopf,- the
highly acclaimed supreme
commander of the American
and coalition forces that
ousted Iraq from Kuwait.
But whatever conclusions
the IDF's history depart-
ment reached will be kept
secret from the public for the
next 50 years, under stan-
ding regulations.
Although the study is
supposed to be for IDF use
only, copies have been sent
to the U.S. Command and
General Staff College at Fort
Leavenworth, Kan.
The study is titled "U.S.
Conduct of the War Against
Iraq — The Military Dimen-
sion."
Col. Benny Michelson, who
heads the IDF History
Department, disclosed that a
multivolUme study of the
1956 Sinai Campaign has
also been completed. He said
the military historian who
did the research had been
given access to unpublished
documents in British and
French military archives.
The Sinai Campaign was
an effort by Britain and
France to topple Egyptian
President Gamal Abdel
Nasser in order to regain
control of the Suez Canal,
which Nasser had just na-
tionalized.
