not make the same argu-
ment to Mr. Shamir, who
appeared willing to risk that
aid by expanding set-
tlements.
"Without doing that," said
Ted Mann, "it could be
argued that a united Ameri-
can Jewish community was
working also on behalf of a
settlement policy with which
most of them disagree."
The unexpected momen-
tum of the loan guarantee
battle, Mr. Maim said, made
it difficult for Jewish leaders
to express their misgivings
— which, in turn, gave the
Israelis an unrealistic pic-
ture of their chances in Con-
gress.
"Once the process started,
it was just about impossible
for any president or ex-
ecutive of any Jewish organ-
ization to hold back, even if
they thought it was a lousy
idea," he said.
"There was a feeling that
on this one, there had to be
total unity. If anybody
stepped aside, they would
suffer consequences in terms
of being seen as someone
who didn't see this human-
itarian aid as important."
In June, Israel's ambas-
sador to Washington, Za-
lman Shoval, warned his
government that they would
have to choose between
expanding settlements and
winning the loan guarantee
package, advice that earned
him a stern rebuke from his
bosses in Jerusalem.
But Ambassador Shoval's
advice was on target. The
fact that Israel demanded a
full-court press on loan
guarantees at the same time
that it was expanding set-
tlements has left a residue of
bitterness among pro-Israel
groups who were out on the
front lines for the Jerusalem
government.
Still, it is unclear exactly
what lessons the pro-Israel
community learned from the
bloody battle, although some
activists indicated they
would be more cautious in
following Israel's lead in the
American political arena.

"There's a sense of frustra-
tion that the Israelis can
force us into choosing bet-
ween supporting them on a
particular issue — like loan
guarantees — and following
our own political instincts,"
said an aide to a Jewish
legislator. "They have to
make their own decisions on
issues like settlements. But
when they ask us to carry
their water in Congress,
maybe we'll demand a little
