The water problem is one of the most serious problems facing Israel today. The shortage
of water threatens not only our agriculture and industrial development, but is becoming
a serious problem hindering the absorption of hundreds of thousands of Jews wishing to
settle in the country.

There are several ways to deal with the problem — such as desalinization of sea water.
A great deal can be done by international agreements but first of all we must
concentrate on regional plans for collecting runoff water and developing existing natural
water sources.

Keren Kayemeth LeIsrael (JNF), which is celebrating its 90th anniversary, has
longstanding experience in this particular area and I am more than glad that it is taking
an active part, together with the Israel Government agencies, in building regional water
projects including reservoirs and dams, the most recent examples of which are the
Hadassah Eshet dam in the Arava, the Shif'a and Reshafim dams in the valley of Beit
Shean, and the Dalton dam in the Galilee. A system of dams and reservoirs in the
Galilee, in the Negev, and in the central region is currently being planned.

I look forward to a full and fruitful financial and operational partnership with Keren
Kayemeth LeIsrael (JNF) and I call upon all of the friends of the organization in the
wish community to support it in this vital undertaking.
