A leading Washington
Jewish activist will be
changing venue — but not
his fascination with the
nuances of Middle East poli-
tics.
According to sources,.
Jonathan Kessler, currently
development and public af-
fairs director of the National
PAC — the largest pro-Israel
political action committee —
will be leaving this fall to
head up the Center for Mid-
dle East Peace and Coopera-
tion.
The center was created
several years ago by Rep.
Wayne Owens, D-Utah, and
longtime Jewish activist
Dan Abraham, with the idea
of fostering growing cultural
and economic exchanges in
the Middle East.
With Mr. Kessler as ex-
ecutive director in Washing-
ton, the center is expected to
become more active in a
wide range of projects
designed to promote Middle
East peace.
Mr. Owens has become a
regular traveler on the Mid-
dle East circuit the past few
years. Recently, the legis-
lator, Mr. Kessler and center
president Stephen Cohen
made a Middle East swing
that included stops in Syria,
Jordan, Saudi Arabia,
Kuwait and Egypt.
Mr. Kessler will be replac-
ed at NATPAC by Carol Ef-
frat, director of special pro-
jects for the U.S. Holocaust

For Subsidy
Few issues generate mass
indigestion in Washington
as does the question of postal
rates.
For Jewish organizations,
it's a little issue with a big
bottom line. An increase in
the special postage rate for
non-profit organizations
would be yet another finan-
cial blow to economically
strapped advocacy organiza-
tions.
In recent days, Jewish
groups have closely watched
legislation.
Currently, the Postal Ser-
vice gives a break to non-
profit organizations. The
House voted full funding for
this subsidy — some $649
million. But the Senate was
able to come up with only
$405 million.
Some non-profit groups —
including Agudath Israel of
America — are working with
the House-Senate conferees
to ensure full funding for the
non-profit subsidy program.
