Dr. Ben Gad said not ap-
proving the loan guarantees
could have an adverse affect
on next month's peace talks.
"The Arabs would inter-
pret that as a victory," he
said. "They would have the
feeling that America is on
their side."
At a time of high suspicion
and concern among all Mid-
dle East parties, "we have to
be very careful."

rivals found jobs during the
second quarter of 1991, ac-
cording to a survey con-
ducted by the Labor Min-
istry's Employment Divi-
