Loan Guarantee

Continued from Page 19

Yitschak Ben Gad:
"The territories have never been
an issue."

percent do not support the
loan guarantee," Mr. Zogby
said.
"The Shamir government
has caused a real change in
Americans' opinions (toward
Israel)," he said. "People
want the peace process to
happen."
Yitschak Ben Gad, Israeli
consul general to the Mid-
west, said the attempt to
link Arab-Israeli peace with
the territories makes no
sense.
"The territories have
never been an issue," he
said, noting that Israel's
presence there had nothing
to do with Arab states' deci-
sion to attack Israel in the
past.
Dr. Ben Gad said not ap-
proving the loan guarantees
could have an adverse affect
on next month's peace talks.
"The Arabs would inter-
pret that as a victory," he
said. "They would have the
feeling that America is on
their side."
At a time of high suspicion
and concern among all Mid-
dle East parties, "we have to
be very careful."

significantly in 1990 and
only a third of the new ar-
rivals found jobs during the
second quarter of 1991, ac-
cording to a survey con-
ducted by the Labor Min-
istry's Employment Divi-
sion.
Among 200,000 olim age
15 and over who arrived in
Israel since the beginning of
1990, only 54,000 are
