After the President's
remarks, and a Monday
meeting between Secretary
of State James Baker and
Israeli Prime Minister Yit-
zhak Shamir that failed to
produce results, observers
commented that relations
between Israel and the
United States had never
been worse.
"I don't remember such a
rift in the past 40 years,"
former Foreign Minister
Abba Eban said.
Dr. Epel is less pessimistic,
saying he believes a com-
promise can be reached
regarding the loan guar-
antees. What the Bush-
Shamir exchange really rep-
resents is a struggle for
power, especially critical as
the date of the peace talks
nears, he said.
Meanwhile, Israel's sup-
porters in Washington con-
tinue to muster support for
bringing the loan guarantee
vote to Congress. Sen. Carl
Levin, D-Mich., remains con-
fident — for now — that the
vote will pass.
"The majority of Congress
supports the loan guar-
antees," Sen. Levin said.
"There may even be a two-
thirds majority necessary to
override a presidential veto.
"But if the president con-
tinues to make high-level at-
tacks, we may not have a
majority. I can't say what
will happen a month from
now."
Sen. Levin said he believes
the president is making an
issue of the loan guarantee
because "he wants leverage
