The Dead Sea Scrolls, discovered in the late 1940s by a Bedouin shepherd, have been guard- ed closely by a small, inter- national committee of schol- ars. The scrolls comprise some of the most extensive docu- mentation available of life in Judea during the Second Temple period. The material found in the caves has not reached full publication, and many scholars simply can not wait. Dr. Wacholder, who is near- ly blind at 67 years, was one of them. "The Dead Sea Scrolls have been a scandal," Mr. Shanks said. "This secrecy is a breach of trust. These texts do not belong to these men; they are trustees. The beneficiaries of that trust are you and me." Prof. David Freedman, of the University of Michigan and one of the scholars selected to transcribe por- tions of the scrolls, has been calling for greater access to the scrolls for more than 30 years, attributing the delay to a lack of competition. He favors a free-enterprise system where at least two individual scholars work on transcribing and translating the same manuscripts — with the fastest scholar win- ning the glory that comes with first publication. "Normally they assign the manuscripts to a single in- dividual — and that's the reason for the delay," said Prof. Freedman. "That's very typical of scholars. They want to sit on it." But the major manuscripts have been published and Prof. Freedman said the percentage of unpublished material remains small. At the very core of this controversy is Mr. Shanks' motivation for publishing a potentially flawed transcript of the scrolls. "No one who publishes the first version of a text has the last word," said Mr. Shanks. Primary texts are often the subject of considerable dis- agreement themselves, so even the official transcript will be corrected and recor- rected in the future.
