BOLD BEAUTY (left): Bright colors in shimmering fabrics lead the fall lineup. One of the best of the short dresses is reminiscent of the 1950s. Variously called the fit-and- flair, A-line or swing dress, it features a nipped- in waist and a fluid, curvy skirt. Carolyne Roehm's fuchsia taffeta dress, $875, emphasizes the waist with a rhinestone pin, $180. The newest evening shoe matches the dress color; here, Carolyne Roehm's suede shoe with rhinestone buckle. (little black dress) is a staple in many women's wardrobes. Especially favored are 1.b.d:s that can be dressed up or down, depending on accessories. Although 1.b.d:s come in many different fabrics, velvet takes a starring role this fall.
