Cleveland's Max Ratner,
chairman of the American-
Israel Chamber of Commerce,
is one who not only talks in-
vestment, but has over the
years been responsible for
many industrial develop-
ments which are now
flourishing. He grants that
things are better than they
were, but he believes the
government should be given
constant encouragement to do
even better.
Smart capital will always
find promising opportunities.
Maybe it says something that
Japanese capital has dis-
covered Israel, and is getting
in there in a big way. Will
Jewish investors from the
western world continue to
hesitate, while the Japanese
get in on the ground floor? ❑

Terrorist Profile
Is Not Clear
Jerusalem — Contrary to
popular conceptions of the
kinds of people who commit
terrorist acts, there does not
seem to be a particular "ter-
rorist personality," said a Ger-
man researcher at a con-
ference held at the Hebrew
University of Jerusalem.
Speaking on "The
Pathology of Terrorism
Revisited" at the sixth Euro-
pean conference of the Inter-
national Society for Research
on Aggression, which was
held at the Hebrew Universi-
ty, Dr. Jo Groebel of the
Univeristy of Landau said
that studies of German ter-
rorist groups from both the
left and right have shown
that group dynamics and
ideology play a role in
molding the terrorist, and one
cannot point to a typical
psychological profile that
would fit those who are drawn
into terrorist cells.
There are some similarities
in the types of people who are
drawn into terrorist groups
and those attracted to
religious cults.
A terrorist can be someone
who leads, to all outward ap-
pearances, a normal life, said
Dr. Groebel.
He noted the appearance of
anti-Semitic overtones in
both left and right-wing ter-
rorist groups in Germany —
adding that terrorists from
both extremes have received
training in Palestinian ter-
rorist circles.
