Land sold in Palestine under Turkish rule was registered by a system called Tabu which was retained un- til 1960. "A person could register land without any identifica- tion. This makes my job very problematic," Mr. Sivin said. Back in the late 1920s and early 1930, emissaries from official Zionist groups and private real estate agents sold lands in Palestine to Jews all over the world. Bundles of properties were sold to people in Berlin, Keiv, Johannesburg, Teheran, Iraq and other large Jewish centers, Mr. Sivin said. In the United States the main group selling land in the Holy Land was the Menorah Group. Most of the American pur- chasers were motivated by Zionist dreams and religious tradition, Mr. Sivin believes. "The Talmud says that it's a mitzvah to own an estate in Israel. Buying property in Israel also was their way of helping to make the Jewish state a reality." Most of the land sold to American Jews consisted of parcels averaging about 200 square yards in Holon, south of Tel Aviv. There were also properties purchased in Afula, Jerusalem, Migdal and Tel Aviv. Mr. Sivin said that most of the land was zoned for agriculture but was advertis- ed as slated for rezoning. He produced a letter to a customer in July 1922 from the Migdal Garden Villa, Ind., describing a property bought in Migdal. The letter said, "We trust that in the near future you will be in a position to build a house on it, to live there and plant a garden around it and enjoy its fruits." Nine years later another letter to the American Con- sulate in Jerusalem describ- ed the same land as "suitable for agriculture." The Migdal village told the buyer's daughter three years later to donate the land to the Jewish National Fund. It was seized by the Israeli govern- ment in 1955. "For many Americans buy- ing land in Israel was a real economic tragedy," Mr. Sivin said. The lots would usually go for $5,000-$15,000. "That was a lot of money in those days."
