NECHEMIA MEYERS Special to The Jewish News I t is unlikely that right- wing Knesset members will succeed in their at- tempt to deprive Mohammed Miari of his parliamentary immunity so that he can be prosecuted for his contacts with the PLO. This is because the recent Knesset decision to that effect, like the one of five years ago, will probably be quashed by the High Court of Justice. Meanwhile, the attack on Mr. Miari has only increased his popularity among Arab voters, many of whom now see themselves — in Mr. Miari's words — as "Palestinian citizens of Israel." This self-definition has a distinct effect on voting pat- terns. Whereas a large percentage of Arab voters once supported predominant- ly Jewish parties, well over half now support predomin- antly Arab parties (like Mr. Miari's Progressive List for Peace and the Communists) or exclusively Arab ones (like Abdel Wahab Darawsha's Arab Democratic Party). These parties compete for Arab votes by trying to outdo one another in expressions of support for Palestinian aspirations. And while Mr. Miari, for example, denies the charge of Deputy Minister Geula Cohen that he is the Knesset spokesman of the PLO, he readily admits that he is in the Knesset "to pro- mote the ideas of the Palesti- nian people, which parallel those of the PLO in many respects." The issue is not only one of parliamentary debates. In Mr. Miari's view, "the Govern- ment of Israel is trying to force Arab citizens out of the political arena by limiting parliamentary immunity, preventing some lists from competing in the elections and closing down newspapers. If these and other discrimin- atory measures continue," Mr. Miari warns, "the Arabs may boycott the elections or even embark upon a civil rebel- lion." In the meantime, Israeli Arabs have not abandoned the political arena. Quite to the contrary. They are now discussing the possibility of creating a single, strongly na- tionalistic Arab list.
