Tel Aviv (JTA) — It took a
posse of police, border police
and municipal employees in
the coastal Israeli city of
Acre to round up 10 stray
horses last week.
Four of the horses' owners
were arrested when they
clashed with police while
trying to prevent the horses'
capture.
The animals had been
roaming the streets, gallop-
ing wildly along the beach,
endangering passersby.
Their owners, who use the
horses for pulling carts, had
disregarded municipal
orders to keep the animals
corralled.
Horses are not the only liv-
ing things that have been
pestering local citizens.
Residents of Acre report
their lives have become
unbearable due to a plague of
oversized mosquitoes.
The onslaught has arisen
because of the blocking of
the estuary of the nearby
heavily polluted Na'aman
River, turning the region
into a large, stagnant pool.
The situation was worsen-
ed over the weekend by high
seas, which completely
prevented the outflow of
water.
Acre Mayor Eli de Castro
has called on the Envi-
ronmental Protection and
Interior ministries to spray
the entire area with insec-
ticide from the air, as an
emergency measure. He said
it is the only means of en-
ding the plague, for which
the municipality lacks the
necessary funds.

Lobbying Starts
On Guarantee

Washington (JTA) — The
lobbying campaign for and
against extending Israel $10
billion in U.S. government-
guaranteed loans is gear-
ing up for a September
showdown.
An official at the Israeli
Embassy here said his
government is planning next
month to make a formal re-
quest for U.S. backing for
the loans, which would be
released to Israel by Ameri-
can banks in $2 billion in-
stallments over the next five
years.
Israel will use the loans to
help resettle hundreds of
thousands of immigrants
from the Soviet Union, Ethi-
opia and other nations. The
United States and Israel
would co-sign the loans, so
that Israel could obtain more
favorable terms.
