Bonn (JTA) — In a move
apparently intended to
discourage further Israeli
requests for assistance, the
German government has
published a detailed list of
foreign aid commitments
made to the Jewish state
during the Persian Gulf
War.
In response to a
parliamentary question,
Vice Foreign Minister
Helmut Schaefer said Bonn
would honor promises to buy
or build over 1 billion marks
($570 million) of military
equipment for Israel.
Topping the list are two
advanced submarines cur-
rently being built in a
shipyard in Kiel. Bonn has
also provided Israel with
Patriot anti-missile systems
and sophisticated equipment
to detect chemical and
biological weapons.
All of these projects were
approved during the Gulf
War, when both the
government and the German
public was shocked by the
Iraqi attacks against Israel.

tance is significant, insofar
as Israel is currently at-
tempting to line up political
support for some $2 billion
in loans it is seeking from
Germany to help absorb
Soviet Jewish immigrants.
The government has re-
peatedly stated that it never
promised to provide Israel
with such assistance.
But Israeli officials say
that both Chancellor
Helmut Kohl and Foreign
Minister Hans-Dietrich
Genscher responded
positively when Israeli For-
eign Minister David Levy
requested such assistance in
March.
The Israeli request was
partly based on the argu-
ment that since the former
East German regime never
paid reparations to victims
of the Holocaust, united
Germany should take upon
itself the moral responsibili-
ty of rectifying the situation
by providing aid desperately
needed for immigrant ab-
sorption.

Jerusalem (JTA) —
Regular direct flights bet-
ween Israel's Ben-Gurion
Airport and several Soviet
cities are to begin this fall,
according to an announce-
ment made by the Ministry
of Transportation.
An agreement signed by El
Al and Aeroflot, the two
countries' national carriers,
formalizes already existing,
twice-weekly El Al charter
flights between Tel Aviv and
Moscow. In addition, El Al
will begin weekly direct
flights from Leningrad and
Riga to Tel Aviv on Dec. 1.
Aeroflot will initiate week-
ly flights to Tel Aviv directly
from Moscow, Riga, Len-
ingrad, Tbilisi and an air-
port in the northern
Caucasus. Aeroflot flights
are already taking place
from Kiev and another des-
tination, according to El Al.
The flights in existence are
for businesspersons and
tourists, not Soviets im-
migrating to Israel. Jewish
immigrants bound for Israel
must fly to an Eastern Euro-
pean capital, where they
change planes for Tel Aviv.
The announcement follow-
ed meetings two weeks ago
in the Soviet Union between
Israeli Transport Minister
Moshe Katsav and Boris
Panyukov, the Soviet min-
ister of civil aviation. The
two transportation officials
signed an agreement calling
for expansion of air routes.

ratification at the time.
Meanwhile, the Ukrainian
government has indicated
interest in direct flights to
Israel.
And earlier this month,
the Russian republic agreed
to inaugurate direct flights
for Jewish immigrants to
Israel. Russian Prime Min-
ister Ivan Silayev told
visiting Jewish Agency
Chairman Simcha Dinitz
that the flights would be
offered by a new airline the
republic is setting up.
