Rev. Herbert Daughtry, a black minister, said, "People feel that there is a double standard. Police treat people differently. There is a double standard with regard to ser- vices, how people receive goods and services in the community." Observers of the black- Lubavitch tensions in Crown Heights said this tension had been building for more than 25 years. In 1966, then- Mayor John Lindsay ordered around-the-clock police pro- tection for the Lubavitcher rebbe. The security was removed in 1978 by Mayor Koch, restored in 1983, and removed again a few years later. The Amsterdam News, the city's largest black news- paper, reported last year that blacks in Crown Heights were extremely angry over a Lubavitch Lag B'Omer block party that coincided with Mother's Day.
