Even though Detroit rare-
ly has high turnover in its
leadership, some agency
representatives said it has a
chronic problem of attrac-
ting outside leadership.
"Detroit breeds its own,"
said Allen Gale, assistant
executive director of the
Jewish Community Council.
"Detroit is not the kind of
city that attracts people
from out of town."
"You have to get people
from out of town," said Mr.
Aronson, who came to
Detroit from his native
Milwaukee. He said that
federations that don't bal-
ance community veterans
with fresh faces can stultify,
and become increasingly
"in-bred."
But bringing in others into
the fold has its difficulties.
Detroit doesn't have the ap-
peal of other cities, like
Boston or Chicago.
"You have to tell (out-of-
town recruits) what a
wonderful community this
is," Mr. Aronson said. "This
is a sophisticated town." ❑

Tel Aviv (JTA) - Some
6,000 new immigrants ap-
plied for Israeli passports
during the first six months
of this year, and immigra-
tion officials are concerned
that many of them may
leave the country for good.
Eighty-six percent of the
applicants were newcomers
from the Soviet Union, and
most were people between
the ages of 21 and 40, the
Interior Ministry, which is
responsible for issuing the
travel documents, disclosed
last week.
The new immigrants plan
to leave Israel because of
failure to obtain work or out
of disillusion.
