book today, I'd have to be
much more cautious. The
data is very sobering, the
numbers appear to be runn-
ing against us and reflect a
real change."
He has no theories as to
why this change is taking
place, other than to specu-
late that the combination of
widespread non-observance
on the one hand, coupled
with full acceptance by
American society on the
other hand, is creating an
atmosphere conducive to
assimilation.
Mr. Silberman is more
convinced than ever that his
conclusions about anti-
Semitism are correct. He
argued in his book that
American Jews "now live in
a freer, more open society
than that of any Diaspora
community in which Jews
have ever lived before."
But that very freedom may
be undermining Jewish con-
tinuity, since Jews are now
free to drop out of Jewish
life.
In his book, Mr. Silberman
criticized American Jews
who worried that things may
be too good — that the
openness of American socie-
ty may pose "a mortal
threat" to the survival of
Judaism. Now he's not so
sure.
Charles Silberman is just
as confused and frustrated
as the rest of us trying to ad-
dress Jewish survival in the
United States. He believes
Jewish leaders should spend
less time berating families
for lack of obs@rvance and
more time "accepting them
where they are." He would
like to see Jewish education
provide more emotional con-

tent, in the form of summer
camps, retreats and ex-
periential programs, rather
than just teaching
youngsters to read Hebrew.
But in the end, Mr.
Silberman is baffled as to
why being Jewish is becom-
ing less important to more
people.
One thing is clear: we
don't need any more costly
surveys to tell us that we
have a problem of major pro-
portions. What we need is to
spend our resources —
creative, mental and finan-
cial — to help address this
problem: to determine
whether we're better off
taking a hard line on inter-
marriage or extending
outreach programs to non-
Jews; to scrap and re-create
our Jewish educational in-
stitutions; and ask ourselves
what Jewish continuity
means to us.
If we want our grand-
children to be Jewish, we
have to act now. ❑

ZOA Initiates
Petition Campaign

A petition campaign aimed
at securing U.S. government
approval for the loan
guarantees needed by Israel
to absorb the Jewish im-
migration from the Soviet
Union has been launched by
the Zionist Organization of
America.

The petition effort is design-
ed to augment the
cooperative, nation-wide ef-
fort by community councils
and national organizations
aimed at persuading the
Washington administration
and Congress to approve the
loan guarantees as a

humanitarian measure
without linkage to other
political considerations.
Rabbis and presidents of
organizations are being urg-
ed to facilitate the petition ef-
fort. The goal is to assemble
thousands of signatures on
petition forms for presenta-
tion to President Bush and
Congress at a representative
Jewish assembly in Washing-
ton Sept. 12.
Heading ZOA's petition
campaign committee are
Morris Baker, Hymie Cutler,
George Mann, Arnold
Michlin, Rae Sharfman and
Dr. Leon Warshay.
