New Mid-East Chief

he State Department
remains mum on the
subject, but it's an
open secret in Washington:
there will be a major change
in the department's Near
East bureau.
John H. Kelly, assistant
secretary of state for Near
Eastern and South Asian Af-
fair s , will be replaced
sometime this fall by Ed-
ward Djerejian, now United
States ambassador to Syria.
Mr. Kelly, who served
earlier as ambassador to
Lebanon, was not regarded
as a strong force in the
department's policy-making
establishment. Pro-Israel ac-

"Djerejian is a person who
has had good relations with
the Jewish community for
many years," said the Wash-
ington representative of a
major American Jewish
group. "He's fair-minded
and tough. He's a good per-
son to have at the helm at a
time when we're moving
ahead with the peace pro-
cess."

Weapons Control Bill
Is Almost Forgotten

Remember the issue of
chemical and biological
weapons?
When American troops
were facing the horrifying
prospect of fighting an Iraqi
army equipped with these
nightmare weapons, it was a
hot issue on Capitol Hill.
But only a year later, the
issue has become about as
popular as the now-forgotten
budget deficit.
Last November, President
Bush vetoed a measure
designed to impose tough
sanctions on countries and
companies assisting in pro-
liferation. Currently, a simi-
lar measure has been
attached to an omnibus ex-
port administration
reauthorization bill.
The measure passed the
Senate by voice vote early in

the year, but has been lan-
guishing in the House ever
since. Meanwhile the Re-
ligious Action Center of
Reform Judaism would like
to try to speed up the pro-
cess.

"It's not clear why this
hasn't moved in the House,"
said legislative aide Jamie
Fleckner. "That's one of the
things we'd like to find out."
A House staffer took a
more jaundiced view.

"This just isn't a very high
priority for anybody in Con-
gress right now," the staff
member said. "People have a
hard time remembering how
scared we were last year
when we though Saddam
might actually use these
weapons against our
soldiers."

cerned about what they see
as Mr. Kelly's lack of acces-
sibility.
Mr. Djerejian initially ex-
pected to be named ambas-
sador to Moscow — a post
that went instead to political
wheeler-dealer Robert S.
Strauss.
In private, pro-Israel ac-
tivists were pleased with the
impending change.

With Congress scattered to
the four winds, some legis-
lators might be in the mood

of Orthodox Jewish Con-
gregations of America think

by David Pryce-Jones, is a
hard-hitting look at Arab
culture and its impact on
politics and diplomacy. It's
just the ticket for legislators
who will return to Washing-
ton in September to begin
debate on Israel's request for
$10 billion in loan guar-
antees, according to the
OU'S William Rapfogel.
The long-term perspective
offered by the book might be
particularly useful.
