B'nai B'rith has created programs and institutions, a
partnership of volunteers and professionals, that are ready
and able to cope with the endless challenges Jews and others
face. B'nai B'rith, in 46 countries around the globe, in-
cluding the Soviet Union, is stronger than ever, fighting
for Jewish unity, survival and human rights in a rapidly
changing world.
In recent years I have associated myself with and en-

dorsed a program that benefits the youth serving agencies
of B'nai B'rith. I am proud to be a member of an or-
ganization that focuses on issues that affect the very survival of our people.
The Jewish community's "people" organization, Men
and Women, working together to perpetuate our culture
and Judaic values. From B'nai B'rith's powerfully simple
and ongoing mandate — Unity and survival for Jews,
freedom and concern for all humanity — emanates an
incredibly diverse and creative program serving Jewish life
from the cradle to the grave.
The very foundation of the world rests on our con-

brought the Palestinians to
the brink of disarray.
On the streets of the West
Bank and Gaza, politics has
made some very strange
bedfellows. A spate of hand-
bills denouncing the leader-
ship in Tunis for permitting
the meetings - with Secretary
Baker were signed jointly by
movements at opposite ends
of the political spectrum: the
Marxist PLFP and the fun-
damentalist llamas. A few
months ago members of
Arafat's Fatah and the
PFLP were throwing
firebombs at each other on
the streets of Jenin, but last
week even Fatah leaders set
their signatures to a
"Rejection Front" handbill
issued in Nablus.

The irony is that the
anti-American feeling in the
territories seems to be
rivaled only by the anger at
Tunis, and • Arafat in par-
ticular, for going along with
the "American plot" to edge
toward peace. What the "re-
jectionists" suggest as an
alternative is unclear. More
obvious is the fact that Pa-
lestinians lack clout in the
present political constella-
tion.
In fact, as one Israeli jour-
nalist has observed, Mr.
Shamir would hardly mourn
if they boycotted the peace
conference altogether. On
the other hand, no peace can
be made without them. Like
it or not, that is the bottom
line in the Middle East. ❑

Mitterand Meets
With Mubarak

Paris (JTA) — France is
involving itself in U.S. Sec-
retary of State James
Baker's efforts to arrange a
Middle East peace con-
ference.
President Francois Mitter-
rand conferred last week
with President Hosni Muba-
rak of Egypt to get the Egyp-
tian view of the situation.
Earlier in the week, French
Foreign Minister Roland
Dumas•met with Palestinian
activist Faisal Husseini.
Mr. Mubarak thought there
was a "50 percent chance that
a peace conference would be
held!'
He accused Israel of
creating obstacles to the
peace conference by refusing
to meet with a Palestinian
delegation that includes east
Jerusalem residents.
The "delicate" issue of
east Jerusalem will have to
be dealt with, Mr. Mubarak
said, adding that he thought
it should be the last item on
the agenda.
Mr. Baker apparently urg-

ed the Palestinians to accept
Israel's restrictions On the
composition of their delega-
tion for the initial phase of
talks.
France, which says it sup-
ports the Baker initiative,
appears to sympathize with
the Arab position on east
Jerusalem.
Mr. Husseini, who has no
official status but has con-
ferred with Mr. Baker
several times in recent
weeks, went to Paris last
week to enlist French in-
fluence with the European
Community.
The French, meanwhile,
say they are "surprised" at
the progress Mr. Baker has
made so far. They had been
convinced his efforts would
end in failure.

So far, however, neither
Israel nor the Palestinians
have officially agreed to at-
tend a regional conference.
President Hafez al-Assad of
Syria, however, has assented
to direct talks with Israel.

Police Prevent Clash
On Temple Mount

Jerusalem (JTA) — Vig-
ilant police prevented a
possible clash between
Arabs and Jews on the Tem-
ple Mount only hours before
U.S. Secretary of State
James Baker's expected ar-
rival in Jerusalem.
Tisha B'av, the ninth day
of the Hebrew month of Av,
is a fast day for observant
Jews mourning the destruc-
tion of the Second Temple
and other Jewish tragedies.

A militant Jewish group
known as the Temple Mount
Faithful attempted to enter
the compound, which is now
the site of Islamic shrines
where Jews are not per-
mitted to worship.
Police stopped them at the
MUghrabi Gate, the en-
trance to the mount.
The group prayed, read
from the Book of Lamenta-
tions, made insulting
remarks about Mr. Baker
