need for hard cash. While
the Chinese and North
Koreans can supply him
with some advanced
technology, specifically in
rocketry, these countries do
not have the aircraft, elec-
tronics, computing capacity,
command and control
systems and other sophisti-
cated weapons that Mr. a . -
Assad needs to close the
technological gap.
Mr. al-Assad can also be
expected to push hard for
linkage of nuclear issues
with chemical and biological
weapon containment, since
this would be to Israel's
disadvantage and Syria's
absolute advantage. Syria
has no nuclear capacity and
is decades away from de-
veloping one.
What Mr. al-Assad will do
in the months of negotiation
is to speak peace on the one
hand and to prepare for
possible war on the other. He
will not freeze development
of his armed forces but will
use this period to train them,
enhance and upgrade his ex-
isting systems and improve
those areas of command and
control in which the Syrian
army is notoriously weak.
He will intensify his efforts
at achieving some modicum
of self-reliance in upgrading
his missile forces by develop-
ing more destructive
warheads and improved
guidance and electronic
systems, and will attempt to
forge a tie with the Egyptian
military industries in order
to do this. He can be ex-
pected to seek out ways and
means of upgrading his ex-
isting aircraft and to shore up
his defenses both on the
Golan and in the Bekka Val-
ley in Lebanon.
These qualitative im-
provements in Syria's armed
forces will not, in them-
selves, make Syria Israel's
military equal. They will,
however, raise the human
cost of any future war —
again a distinct Syrian ad-
vantage. They will also
leave Syria with the most
powerful army in the Arab
world outside of Egypt's.
Although Mr. al-Assad's
motivation for agreeing to
negotiations may be the
same as that of the late Pres-
ident Sadat of Egypt, his in-
tentions are very different.
Mr. Sadat came to
Jerusalem to make peace.
Syria is entering into
negotiations because it suits
Mr. al-Assad's long- and
short-term goals and because
it provides at least a chance,
however faint, of regaining
the Golan Heights.
