Reach Accord

Two supporters of Israel
with very different perspec-
tives found some common
ground last week.
Sen. Paul Wellstone, D-
Minn., fresh from his first
trip to Israel, went head-to-
head with Rep. Larry Smith,
D- Fla., whose reputation for
ferocity in defending Israel
is unequaled on Capitol Hill.
The exchange occurred at a
forum sponsored by
CAPPAC, a pro-Israel polit-
ical action committee.
The legislators agreed that
Israel's settlement policies
were likely to increase ten-
sions between Washington
and Jerusalem.
"I wouldn't be very honest
if I did not say that I see the
expansions of settlements on
the West Bank as not at all
helpful to any kind of
movement toward peace in
the region," Sen. Wellstone
said.
The newly minted senator
also referred to his recent
visit to a Palestinian refugee
camp.
"Somewhere, some place,
some time there has to be a
political settlement," he
said. "The present course is
an intolerable course; on our
present course, Israeli chil-
dren and Palestinian chil-
dren will be killing each
other for generations to
come."
Mr. Wellstone, who was
politely received by the
crowd of pro-Israel activists,
is accustomed to taking heat
for his blunt views. Earlier
this year, he infuriated a
meeting of the American
Arab Anti-Discrimination
Committee by referring to
his lifelong love of Israel —
and urging an end to the
Arab boycott.
Mr. Smith agreed that the
plight of Palestinian chil-
dren is a tragedy — but he
put the blame squarely on
the Palestinian leaders who
are using children in their
war against Israel.
But Mr. Smith also had
some strong words for
Israel's leaders about the
settlements issue.
"I agree with the senator,"
Mr. Smith said. "There
should be no enlargement of
the settlements at this mo-
ment. That's foolish; it's in-
sensitive and the timing is
bad. That doesn't mean that
I necessarily agree with any
other postulation about the
settlements or about the ter-
ritories. But at this moment,
the rush is unnecessary and
the housing can be built in-
side the green line."
