Th 0 Lack Of Jobs Affects Aliyah Jerusalem (JTA) — Con- cerned about a sharp drop in Soviet aliyah this month, the Israeli government_ ap- pears to have finally come to grips with the fact that the biggest problem facing new immigrants is lack of suitable jobs. The ministerial committee on immigrant absorption convened to discuss solu- tions to the employment crisis. Absorption Minister Yitzhak Peretz proposed that the panel devote every session for the next three months to the subject of jobs. Mr. Peretz admitted that word circulating in the Soviet Union about high unemployment in Israel is more to blame than new Soviet passport regulations for holding down aliyah to 5,700 so far this month. Soviet immigration in July is not expected to exceed 8,000, compared to over 20,000 last month. Mr. Peretz suggested that in the short run, the government provide work for the olim while it presses the private sector to absorb as many workers as possible from the new immigrant population. Simcha Dinitz, chairman of the Jewish Agency Ex- ecutive, warned the com- mittee recently that Ger- many and other countries are increasing their incen- tives to attract well- educated immigrants. The most seriously hurt was a tourist from France, who was struck on the head. She underwent major surgery at Beilinson Hospital in Petach Tikva. The other two victims sus- tained what were described as moderate injuries. The attack took place in Independence Square in the center of the seaside city. Police arrested the assailant, described as a 37- year-old Israeli Arab from Taiba village, not far from Netanya. He gave no reason for the attacks. Police said the man had been stopped and questioned earlier on the Netanya beach by a member of the civil guard but fled, ap- parently with the ax con- cealed in a bag.
