spond to problems in their
own communities."
The IACP joined other
major law enforcement
groups to give last year's
legislative effort an impor-
tant boost, Mr. Rosenblatt
said. "Hate crimes against
any minority group are an
issue for police executives,"
he said. "From the beginn-
ing, our membership has
been very sensitive to the
need to address this with
legislation."
Currently, police officials
are working with the Fed-
eral Bureau of Investigation
and representatives of a
number of minority groups
to develop procedures and
guidelines for implementing
the act.
The process, Mr.
Rosenblatt said, has further
increased the sensitivity of
police departments to the
special quality of hate
crimes. "It has resulted in
more training materials,
both in and out of police
departments," he said. "It
has put the spotlight on the
problem, and it highlights
the responsibility on police
departments to develop a
better awareness of hate
crimes. It's an important ed-
ucational process."
The IACP, he said, has en-
dorsed a training video on
hate crimes made by the An-
ti-Defamation League.

JINSA Looks
To Expand

Despite the tough econ-
omic times, the Jewish In-
stitute for National Security
Affairs (JINSA) is moving
aggressively to expand its
base.
JINSA recently expanded
its national board by 35 and
is also moving to enhance its
fund raising muscle.
"We still fill a very unique
slot," said Tom Neumann,
who took over JINSA's top
position recently. "Our basic
function is still the same —
to make the case to the U.S.
defense establishment that
Israel is a strategic asset to
this country. At the same
time, we have a special
mandate to explain security
matters affecting the United
States to the Jewish corn-
munity. You can't support a
strong Israel without sup-
porting a strong and secure
United States."
Beyond that, JINSA is
search for a new image.
"If we change in any direc-
tion, we hope to be more ag-
gressive than we've been in
