The PLO leader has known
tough times in the past —
during the 1970 civil war in
Jordan which led to the ex-
pulsion of the PLO fighters
by King Hussein; during the
1982 bombardment of Beirut
by Israel, which led to the
PLO leader's expulsion from
Lebanon; during the 1985
Israeli air raid on the PLO
headquarters in Tunis, when
he narrowly escaped death.
The fact remains, however,
that while Mr. Arafat has
always carefully left himself
an escape hatch in the form
of alternative patrons, he
now appears to have run out
of options.
Not only is he isolated in
the Arab world and forced to
accept the favors of his arch-
opponent, but the blow has
been compounded by the col-
lapse of support, both moral
and material, from the
Soviet Union and its former
East European satellites.
"He is squeezed into a
corner," a senior Arab com-
mentator in London told me
this week. "But he is a sur-
vivor and I believe he still
may be capable of reversing
out of trouble.

Resignation
Irks Levy

Jerusalem (JTA) — Rancor
surfaced in the Foreign Min-
istry . last week when For-
eign. Minister David Levy
reacted angrily to the
manner in which veteran ca-
reer official Reuven Merhav
resigned.
Mr. Merhav, who quit as
director general of the min-
istry after having played a
key role in organizing the
Operation Solomon airlift
from Ethiopia, had his letter
of resignation published in
the press.
That was "something that
ought not to be done," Mr.
Levy was quoted as saying.
The incident served as a
reminder of the friction bet-
ween Mr. Levy and Prime
Minister Yitzhak Shamir.
Mr. Merhav, an expert on
black African countries and
China, was said to have felt
excluded from the decision-
making process in the most
important areas of foreign
policy: relations with the
United States and Europe.
According to the Israeli
daily Ha'aretz, Mr. Shamir
would like to replace Mr.
Merhav with veteran diplo-
mat Ovadia Soffer, who is
said to want to be relieved as
Israel's ambassador to Paris.
