Earmarks Aid To Palestinians Brussels (JTA) — The Eu- ropean Commission, the ex- ecutive body of the European Community, has announced a new $12 million financial aid program to improve economic and social condi- tions for Palestinian Arabs in the West Bank and Gaza Strip. The grants will be aimed at financing programs on credit in order to increase the Palestinians' level of self-help, including local employment and income from agriculture, industry and the service industries. Funding also will be geared to the improved func- tioning of local Palestinian institutions, with particular attention given to health, sanitation and education. The money is the latest in a series of increasingly large grants and aid programs ap- proved by the E.C. to help the Palestinians improve their standard of living and enable ongoing health care in the territories. This year, in addition to, the newly allocated funds, the Palestinians will receive emergency food assistance of some $9.5 million and $7.2 million in economic assis- tance following the Persian Gulf war. The announcement of fur- ther economic aid to the Pa- lestinians was made just prior to Israeli Foreign Min- ister David Levy's upcoming visit to Paris. Mr. Levy is due there for talks with the three leading E.C. foreign ministers about possible E.C. participation in a pro- posed Middle East peace con- ference. The E.C. is said to be prepared to act against the Arab economic boycott of Israel and ready to take an initiative at the United Nations to rescind the 1975 General Assembly resolu- tion denigrating Zionism as a form of racism. El Al Opens New Air Route Tel Aviv (JTA) — El Al opened Israel's first regular air service to Czechoslovakia last week. Flight 521 took off at 7:15 p.m. on the three-hour flight to Prague and was due back at Ben-Gurion Airport at 4:20 local time the next morning. The Israeli national airline had flown to most Eastern European capitals before the Communist bloc broke diplomatic relations with Israel in 1967. Israel is expected to ask the United States in September to guarantee $10 billion in loans over five years to provide housing and other infrastructure needed to absorb the Soviet immi- grants. Support for the guarantees is "politically difficult," so if the administration did not support the loans, a "lot of people would hide behind it," Rep. Dante Fascell, D- Fla., said. Mr. Fascell, who is chair- man of the House Foreign Affairs Committee, spoke to members of the national board of advisers of the American Jewish Congress, who were in Washington for daylong meetings with ad- ministration officials and members of Congress.
