Germany Makes
Reparations

Bonn (JTA) — Holocaust
survivors denied reparations
because the former East
German Communist regime
refused to recognize its
obligations to them will be
recompensed by unified
Germany.
Negotiations are schedul-
ed to open on July 3 between
the German Federal Repub-
lic and representatives of the
Conference of Jewish Mate-
rial Claims Against Ger-
many, it was announced
here last week by Dr. Israel
Miller, president of the
Claims Conference.
Dr. Miller, emerging from
a meeting with Chancellor
Helmut Kohl, welcomed the
willingness of the govern-
ment of united Germany to
deal with issues of such deep
concern to Jewish Nazi vic-
tims throughout the world.
"The shameful refusal of
the Communist rulers of the
German Democratic Repub-
lic to bear their share of the
historical responsibility
toward the Holocaust sur-
vivors will forever taint the
history of this repressive
regime," Dr. Miller said.
"We are pleased that the
Federal Republic of Ger-
many is prepared to enter
into agreements with the
Claims Conference for the
provision of indemnification
to Jewish Nazi victims who
received no compensation or
only minimal reparations,"
he added.
A spokesman for Mr. Kohl
said his meeting with Dr.
Miller focused on plans to
make available reparations
for social programs and
other benefits to Holocaust
survivors never paid by the
former East German regime.
German sources specu-
lated recently that Bonn
would be prepared to provide
up to 100 million marks, the
equivalent of about $55 mill-
ion at current exchange
rates.
But officials here have
declined to comment on
those figures, saying the
issue was open.
It was understood,
however, that the funds
agreed to in the negotiations
would go to various institu-
tions in Israel and elsewhere
which treat Holocaust vic-
tims who are physically or
mentally disabled.
In addition, some funds
may be made available to
groups or individuals who
have received little or no
money under earlier pro-
grams.
