Rep. William H. Gray

Pro-Israel
Whip Resigns

Jewish activists reacted
with sadness and concern to
last week's resignation of
Rep. William H. Gray
(D-Pa.), who had been a
reliable partner for Jewish
activists on a number of im-
portant issues. Mr. Gray will
become head of the United
Negro College Fund.
"The Jewish community
will lose a strong ally, and
Congress a very able legis-
lator," said Judy Golub,
legislative director for the
American Jewish Com-
mittee. "He was always ac-
cessible and available. He
will be very hard to replace."
One of the leading can-
didates to replace Mr. Gray
as House Democratic whip
is Rep. David Bonior, D-
Mich., who has what some
pro-Israel activists consider
a poor record of support. He
is also opposed to abortion,
which puts him at odds with
most Jewish groups.
The other leading can-
didate is Rep. Steny H.
Hoyer of Maryland, who has
a reputation as an advocate
for Soviet Jews and is
strongly pro-choice.
Early projections give Mr.
Bonior the lead in the race,
which will be decided
sometime in August.

ADL Miffed
On Aid Issue

Reports that the ad-
ministration is leaning on
friendly European govern-
ments to link aid to Israel to
a freeze in settlements ac-
tivity does not sit well with
the Anti-Defamation
League.
Abraham Foxman, Al:1Es
executive director, fired off
letters to top German and
American officials, asking for
clarification of the reports. He
urged Germany and other
European governments to
make their decisions about
aid to Israel without U.S.
pressure. ❑
