Jewish Coalition
Has New Look

The National Jewish Co-
alition, a group of Jewish
Republicans spawned during
the 1980 Reagan campaign,
is about to head in a new
direction.
In early July, Gary Hiller
will become the Coalition's
legislative director. Mr.
Hiller, a senior legislative
associate at the American-
Israel Public Affairs Com-
mittee (AIPAC), is the third
professional to leave
AIPAC's legislative staff in
recent weeks.
Until now, the Coalition
focused almost entirely on
relations with the ad-
ministration. Under Mr.
Hiller's leadership, the
group hopes to establish a
presence in Congress.

grants, and cut in half the
funding for cash and medical
assistance that states rely on
to help them cope with new
refugees.
Mr. Natcher's changes
held, and supporters of in-
creased funding for refugee
assistance chose not to fight
the battle before the full
House.
"Some things are too sen-
sitive to discuss on the
floor," said a congressional
source involved in the
debate. "How can you
restore the refugee funding,
but cut AIDS funding as an
offset? Or cut funding for
education? That's the
bottom line of all of this."
Jewish groups are concen-
trating instead on restoring
the funding in the Senate
version of the bill — some-
thing most acknowledge will
be an uphill fight.
Soviet Jews arriving in
this country are largely
dependent on the matching
grant system that splits
costs between the Jewish
community and the Depart-
ment of Health and Human
Services. But that system
only covers the first four
months. Some Soviet Jews
require assistance beyond
that —which would be cur-
tailed as a result of Mr. Nat-
cher's cuts.
"This is a problem for the
Jewish community," said
Mark Talisman, Washing-
ton director for the Council
of Jewish Federations. "But
it's a potential disaster for
the rest of the refugee com-
munity. Federations around
the country are working
furiously to get this changed
in the Senate. New York,
California and some other
big states will get killed by
this."
