quite accurately.
Jewish activists expressed
sadness but no surprise at
the latest episode in the con-
tinuing Nixon saga.
"It's a known historical
fact that Nixon had these
feelings, which during
moments of crisis or anger
would come to the fore," said
Abraham Foxman, ex-
ecutive director of the Anti-
Defamation League. "But
we know similar feelings are
part of the latent anti-
Semitism that still exists in
American society. All our
studies indicate that up to
one-third of the American
people have these feelings."

AIPAC Staffer
Moves To Hill

One of the political
strengths of the American
Israel Public Affairs Com-
mittee (AIPAC) is its net-
work of former employees
now serving in important
posts on Capitol Hill.
That network is about to
grow again. Legislative liai-
son Steve Silberfarb, who
has worked in AIPAC's
lobbying shop for eight
years, will leave soon to
become legislative director
for Rep. Wayne Owens, D-
Utah.
In the past few years, Mr.
Owens has sought to make
himself a major congres-
sional player in Middle East
affairs. Sometimes those
efforts have backfired. His
four-hour meeting in 1989
with PLO chief Yassir
Arafat irritated pro-Israel
activists here.
But Mr. Owens also gave a
stern lecture to Syria's pres-
ident Hafez al-Assad later
that year about the un-
shakable U.S. commitment
to Israel's security, and the
congressman has compiled a
strongly pro-Israel voting
record.
