"Whenever we have a
doubt about priorities, we
fall back on the "three R's —
rescue, relief and reconstruc-
tion," he said.
For example, in Ethiopia,
where about 18,000 Jews
remain, Mr. Schneider said
JDC "prefers to deal with
the facts on the ground"
rather than the issue of what
might happen should that
nation's current regime be
toppled by rebel forces.
According to reports,
Israel is preparing to
evacuate Ethiopian Jews en
masse because of fears that a
rebel victory is near, and
might halt the orderly
emigration of Jews.
"If the government falls,
we'll adapt to whatever cir-
cumstances exist," said Mr.
Schneider, who came to JDC
from the United Kingdom,
where he was social work di-
rector for the London Jewish
Welfare Board.
To avoid stepping on Ethi-
opian government toes, Mr.
Schneider would not reveal
how much JDC spends in
that African nation, other
than to say it is a "substan-
tial amount."
A JDC "open mailbox"
campaign — the agency's
term for emergency dona-
tions accepted for natural or
man-made disasters — has
so far collected about
$430,000 for Kurdish refu-
gees.
Mr. Schneider said JDC
also hopes to send a team of
Israeli doctors to Turkey to
held Kurds who still refuse
to return to Iraq.
Mr. Schneider acknowl-
edged that JDC's contribu-
tion is small compared to the
tens of millions of dollars
that has been allocated to
the Kurds by government
and other private relief
agencies. But, he added,
JDC's goal is not to compete
with larger relief agencies.
Rather, said Mr.
Schneider, it is to find a
"secondary need" that re-
mains unmet, or to limit its
aid to Jews.
