❑ Garage Solution. Export Law Hits Snag Bonn (JTA) — The German parliament has been unable to agree on a new law that would make it more difficult to export weapons or the technology for manufactur- ing poison gas. Legislation was drafted re- cently in response to Israel's protests over the in- volvement of German com- panies in providing Iraq with the material and know- how for chemical warfare and helping Baghdad im- prove its Scud missiles. But a joint committee of the Bundestag and Bundesrat failed to reach a compromise. The Bundesrat, which rep- resents the governments of Germany's 16 federal states, opposes features of the pro- posed law that would allow customs inspectors to open the mail and tap the tele- phones of business exec- utives suspected of illegal exports. The debate has become a partisan issue. The govern- ing Christian Democratic Union and the opposition Social Democratic Party are accusing each other of block- ing the legislation. In cooperation with the Triangle K, the OU was in- deed made privy to certain stages of the syrup produc- tion for Passover and year round, said Steve Kronengold, a New York at- torney, who spoke for his brother-in-law, Rabbi Aryeh Ralbag. But did the OU really get any more access to Coca- Cola than did the Triangle K in order to give its hechsher? What troubles observers of the OU's actions is the possibility that the OU was never privy to the blending of secret flavor essences that caused such a stir in the first place. At worst, the OU may be basing its hechsher on tes- timony supplied by the Ralbags, who were made to look so unreliable by the OU. The OU denies that was the case. "The OU had ac- cess to every part of produc- tion required to give it our [hechsher]," said Rabbi Bernstein of the OU. Mr. Kronengold maintains that the OU was not "pre- sent for the manufacture of the so-called secret formu- la." Only Rabbi Aryeh Ralbag had access to "that phase of the production process," he said. Rabbi Bergstein of De- troit said the OU is wrong- fully getting all the credit for making Coca-Cola a ko- sher product. The Detroit community is saying "local- ly bottled Coke is good be- cause the OU has supervised it in New York. That implies that the last year, the person Garage Problem. is Rd. ive rno L Is it possible the OU was never privy to the blending of secret flavor essences that caused such a stir in the first place? who supervised it was not so reliable. Publicly it's a feather in the OU's cap, where it should belong to Rabbi Ralbag. "The OU feels kashrut should be standardized, but it shouldn't be a fiefdom of a few individuals," Rabbi Bergstein said. Mr. Kronengold says the OU's hechsher is actually a vindication of Triangle K's successful supervision be- cause "nothing changed" af- ter the OU was allowed access to the production. "We are happy that the OU is endorsing the kashrut of Coke," he said. "At the least, they've confirmed the kashrut of a product that's been kosher all along." But there are those who believe that the Triangle K's "vindication" will be shortlived as a marriage be- tween the OU and Coca-Cola USA looks inevitable. "The Triangle K will be pushed out. It's a big bonanza for the OU," said a kashrut industry expert who works with the OU. He ask- ed not to be quoted by name. "Please," he said, "I don't want to suffer the same end as the Ralbags." .zrA V give the contract to a com- petitor that's powerful and influential," he said. The OU maintains that its hechsher only covers Coca- Cola distributed by the New York bottling company. Elsewhere, they can't be sure if Coca-Cola is kosher, said Rabbi Menachem Gen- nack, administrator of the OU's kashrut division. The OU's certification of the New York bottler is based on a "start to finish" access to the manufacturing pro- cess, beginning with the concentrate production in 14 Mile Rd. Garage Mate Ii 580 E.
