JHA Plans Continued from Page 1 The JHA's plans to move faced its first setback in 1985, when the state cer- tificate of need board ruled against the Home's original request to move. Ever since, the process has been en- tangled in bureaucratic red tape. A year ago, the Home received the required cer- tificate of need, which would allow construction for all 312 beds, Mr. Budin said. Now, however, the process is being hampered by an ap- peal to a lawsuit against the state by a private nursing home operator, Robert Gur- win, who co-owns the West Bloomfield Convalescent and Nursing Center. Mr. Gurwin is contesting the certificate of need. Mr. Budin is optimistic the litigation will soon be over. "We believe that reasonable people can work things out," Mr. Budin said. Groundbreaking for the new JHA, first projected for 1994, won't take place before 1995, officials said. The care system will in- corporate housing, recrea- tional and transportation programs, and would supply additional, stronger health- care services. JHA also will assist elderly persons living at home who desire support services. Meanwhile, with continu- ing financial problems, JHA is restructuring, putting its. for-profit operations on hold, Executive Vice President Alan Funk. said. Comprehensive Aging Services, which oversees JHA's for-profit operations, hasn't generated revenue in four years and is being tem- porarily suspended, Mr. Funk said. In addition, the day-care program, which hasn't at- tracted many clients, and the communications department have been eliminated. Com- munications projects will be contracted out, placing em- phasis on image building and fund-raising, Mr. Funk said. "The Home is not going to be a for-profit entity," Mr. Funk said, adding that Detroit may not be the place for such an operation. When the West Bloomfield facility opens, Comprehensive Ag- ing Services may be restarted, he said. "The future of the Home is like any other Jewish agen- cy," said JHA President David Hermelin. "It must be true to its mission, providing the best care that we can, providing the resident with Jewish atmosphere and Jew- ish quality of life for the el- derly."
